Q: Why Affiliate?
A: The future of the sport is in being able to present a united front. Fragmentation of the sport, while it might seem attractive short term, carries with it long term risk that will cost our children and grandchildren far more. Only MWA/MA has the drive, capacity and resources to provide sustainability into the future on behalf of all motorcycle sport.
Below are many of the frequently asked questions that are asked about affiliation and the benefits. MWA’s main role is a sport development, advocacy and managing risks role. While insurance is important, our ability to do these other more important things makes the provision of insurance affordable and possible.
Should you have any questions that are not answered here, or any comments please contact us on 9371 5333 or mail@motocyclingwa.org.au.
Q: Is MWA only concern to ensure it's member are covered by insurance?
A: While the provision of gold plated tailored motorcycle specific insurance is very important, it is not the most important benefit we see that is offered by MWA. Our real strengths are in our programs we run, our ability to maintain as low a risk environment as possible which unfortunately does result in what some see as ‘red tape’, our advocacy role where we sort out issues minor and major with local and state government and our role in being the ‘umpire’ when things do go wrong within clubs. Our adherence to a responsible management approach is well regarded by local and state government agencies which benefits member clubs and their ability to maintain their local track and activities.
Q: Is it very expensive for clubs to be affiliated to MWA?
A: While there is a cost involved, it is not as much as many think. MWA recognises that some clubs are small with as few as 20 members and others are large with up to 400 members We try as much as possible to keep one off fees as low as possible. The ONLY fees paid direct by an affiliated club are:
Affiliation Annual Fees $575 This General Public Liability ( excluding riding activity) and Professional Indemnity
which can cost up t $1500 alone. Public Liability for riding activity kicks in on the issue
of a permit by MWA.
Track Inspection Fees $170 for the licence, which is a necessary condition of insurance, $180 for the inspection,
most of which is paid to the volunteer inspector to cover out pocket expenses and the
rest goes where?
Steward Fee $300 for clubs hosting an Open event. MWA provide the steward and pay him/her out of
pocket expenses, plus any travel.
There are NO other fees for our affiliated clubs.
Q: What is the total amount collected by MWA for race events?
A: Prices have decreased by 25% this year, however at the end of the day, for riders the cost are:
Race Cost From last year a decrease of $3.00 per rider per race event. Total Cost to
race which is collected by the club from the rider and passed to MWA is $9.50 for 2018
Recreation Cost It costs $1.90 per rider for practice, Come and Try, or club level coaching.
Activities where our clubs charge nothing are free Ride Days, GoMoto events and trail ride
are $5.00 per rider. Commercial coaches pay $11.00.
Aside from the MA licence these are the ONLY costs paid by riders, save if optionally hiring a transponders at Open
events. A fee is charged to the promoter of any of our state championship events to part cover the cost of the Night Of
Champions and the provision of state championship awards. The cost of our WA clubs and members is the cheapest in Australia.
While this cost to riders is collected by the club as part of the entry fee it is passed on to MWA. As a "user pays" system any cost is based on the number of riders. More riders = pay more. Less riders = pay less, this system makes it easy for clubs to budget events.
Q: Who sets licence fees and why have licence increased this year?
A: Licence fees are set by Motorcycling Australia and not by MWA. MWA retain approximately one third of this cost, the remainder goes to MA to cover the administration costs, the provision of insurance and to fund national programs
Q: Is true that rider numbers and the numbers of clubs have decreased over the past 10 to 15 years?
A: On 2003 there were 1562 licence holdrers (of which 1027 were senior national). In 2016 there were 2564 licence holders( of which 1522 are senior national). It is a fact that in the last 3 years there has been a decline, and we expect this to continue to see a fall from the 2013 records of 3014 licence holders (of which 1673 were senior national). Rider numbers have increased for a few reasons: our club volunteers have worked really hard to make clubs a great place to ride" our clubs have become safer places to ride ipart, due to MWA guidance and attention to risks and because of the direct impact of a number of MWA initiatives (more later) including actively assisting new clubs to affiliate and to assist new club start up> In 300 there were 28 affiliated clubs, in 2016 there were 42 clubs.
Q: How can MWA justify a big office staff when licences have increased?
A: to develop and administer the the sport does cost, but not as much as it could. It is a fact of life that nothing comes for free. To help. MWA source nearly $200.00 of its annual budget through grants and sponsorship, which means riders pay less. Bar none, WA riders pay far less than east coast counter parts. By a lot. Much of our funding is through the Department of Local Government, Sports and Cultural Industries that funds the programs but does require extra people. The benefit is that someone else is paying while MWA works on initiatives to make the sport better and attract members to clubs.
Just some of the programs MWA run that benefit clubs and members:
MotoSafe - Presenting motorcycle sport to over 300 school children each year where we promote clubs and their events as well as safe riding and promote clubs and their events as well as safe riding and respect for the environment.
Minikhana - Our 'Auskick" of motorcycling. Each year over 70 kids learn new skills in a fun safe environment with modified rules. Doesn't sound much, until you realise that there are only 600 junior riders in WA. all of these kids go off to join MX clubs and off-road clubs, that's 10% increase each year.
Free Mini program - In partnership with clubs, we offer a free mini licence through our MotoSafe program to those clubs who offer a free membership. this adds up to another 30 riders anaually to the ranks.
GoMoto - A low cost program for any club to take on and set up a Ride Park experience at low cost. Any club can hold a GoMoto event, and the few that have, had big increases in numbers. GoMoto has seen hundreds of riders join clubs across the state.
Come and Try - A free program with free licences for those wanting to try out clubs and the sport for the first time. A variation of Come and Try is our inflatable track and kids bikes we take to big events that kids from 5 to 10 have free rides. This has seen hundreds of kids try bikes for the first time, and for 2017 we intend to extend to regional shows, thereby increasing exposure.
Fair Go Moto - A program that allows physically and mentally impaired kids to ride bikes with the volunteer help of MWA staff and a myriad of volunteers. 20 kids (and growing have the pleasure of doing something we all take for granted).
JET Camp Elite - Level coaching over a 4 day camp at no cost to participants, who are given training in all the off bike skills required to succeed at a state, national and international level. The best professionals in the country are sourced from WAIS, UWA and the industry to provide expert tuition in nutrition, fitness, psychology, media and sponsorship and other skills for a great rider to become a champion athlete.
Officials Accreditation - It is often forgotten by those in the metro area that MWA is responsible for the wellbeing of clubs and members across the largest patch of turf anywhere in the world, from Esperance to Kununurra, Perth to Kalgoorlie. We provide the same set of programs at the same cost no matter where our members live. Flown to Carnarvon lately? Our cost to any of our members is $0 no matter where you live. In 2002 MWA ran 12 courses and had 215 officials. In 2015 MWA ran 35 courses and had 3196 officials.
Mini Myth: Who cares? I don’t need training to officiate at a race meeting if my club is not affiliated! Fact: That may be true, until something happens, then accreditation and training is more important than good intentions to the authorities. One doesn’t need to look too far to see where government influence can impact viz, Barbagallo. The fact is, aside from making sure a race meeting is run in a fair and safe way, training provides a big safety net when things can and do go wrong.
Coaching Accreditation -Same principle as officials. The junior coaching program initiated by MA has seen coaching for riders become part of the culture with hundreds of trained professional and club across the country offering dozens of courses each year.
MWA employs 3 full time and 4 part time staff (as above with significant outside funding), 5 of which who are actively involved in motorcycle sport. All staff volunteer considerable time outside of work hours at no professional and club across the country offering dozens of schools each year.
Q: Can unaffiliated club piggyback off anything MWA/MA produces?
A:Yes, it is a fact that MWA does accredit officials we know that then work within unaffiliated clubs, or unaffiliated clubs use the benefits of our MWA programs. As an affiliated club member you should be riled that unaffiliated clubs benefit from MWA accredited officials and programs and in doing so receive a free ride at your expense. You, as a responsible rider and club member, pay club fees and licence fees which contribute to MWA training and programs, unaffiliated clubs contribute nothing while your fees increase to cover the shortfall. You ought to be peeved about that!!.
Q: How does MWA support their affiliated clubs?
A: MWA is owned by our clubs and its members. Riders like you. Our core interest is that the welfare and existence of our clubs is maintained at the exclusion of anything else. All of our programs revolve around benefits for clubs, things that a club cannot do on its own easily. Within our network of professional staff and volunteers MWA has a wealth of experience to advocate on behalf of clubs that has assisted SIGNIFICANTLY, and made a difference. Sometimes this can be small, such as dealing with an internal squabble, to big tickets items such as saving a club from losing its venue therefore reason to exist. All staff work on a daily basis often silently in the background to accomplish this on your behalf. Some of the more significant wins:
Provide a Media service to promote club events to over 10,000 people on our mail list, and 3,000pn Facebook. Promote events to state and local newspapers and industry media.
Promotion of racers who travel to national or international events.
Supported with funding application to DSR.
Assist clubs with renewal of lease. Liaise with shire, Provide draft environmental and venue management plans to meet local government requirements.
Supported clubs with panel hearings regard non members issues.
Saved club venues at several locations e.g.Pinjar, set up management group and continuously liaise with the City Council to this day to ensure lease is maintained. Negotiated lease.
Successful appeal to Appeals Panel of the Dept. of Environment that allowed Albany continue for another 2 years after being shut down with no notice with regards noise issues.
Assisted country club to relocate to temporary venue on private property. Continual negotiation with the City for a new venue.
Produced a model constitution suitable for clubs and to align to the new legislation -assisted clubs to review.
Ensured that the Noise Regulations that form part of the Environmental Protection legislation were amended to better include motorcycle sport.
The new regulations better protect clubs against noise complaints and subsequent closing of venues.
Provided draft environment and venue management plans for several clubs negotiating leases.
Raised or help raise hundreds of thousand of dollars in funding.
Ensured DSR included motorcyclists in their funding for travel grants, MWA riders have received tens of thousands of dollars due to MWA intervention.
Many more.....
But perhaps the most difficult job in helping clubs, and one that no-one really wants to talk about is when it all goes pear shaped and there is a tragedy, as has happened recently and regularly over the year’s, MWA and MA are there to provide support and handle all the uncomfortable dealings with authorities, Worksafe or the coroner in the worst cases.
Q:There are a lot of rules and regulations to adhere to when attending.or participating in practice, are they really necessary?
A: In the good ol’ days there was a lot one could get away with. No seat belts, no helmets, kids could go to the park and play, you could go to the beach without being eaten by a shark, and you could ride at your local track without needing to worry about all this risk management. Fact is, society just won’t let that happen any more. Sure, you can do all those things still but there is a need to consider the consequences.
MWA recognised a long time ago the need to provide practice and ride opportunities that protected the rider and club committees. While there is a little overhead and the cost of $1.50. WA riders are the only riders in the country that are endorsed by the state body and have 24/7 access to safe and managed MX venues.
Q: Is it a fact that no one ever claims on the insurance?
A: Each year MAIL, the wholly owned MA insurance company pays out nearly $2m to riders and in settling liability claims. Each year there are at least 2 or 3 (on average) large liability claims. This has includes WA at times, and your MWA/MA staff, and insurance/legal professionals engaged by MA/MWA, have worked together to reduce the impact on clubs and individuals.
Q: Why do I need insurance cover? I am fully aware and understand the risks involved when participating in motorcycle sport and therefore I wont claim if I am injured.
A: The cold Hard Fact is In today’s litigious society and ambulance chasing legal firms, if you are laying in a hospital bed with permanent injuries and your lawyer mentions that an individual was responsible for your injury through their negligence and he can get you a $million because you cannot do your job anymore and your family are suffering you would pass. Seriously.
Q: Does MA;s Accident insurance offer full cover?
A: MA does not offer a full accident insurance, it is a capital benefits policy and riders are advised to seek additional insurance in supplementary regulations, that aside, there are some significant benefits that can be claimed against. Many of MWA members benefit from the policy each year, see www.ma.org.au. The policy also covers accommodation if a family member or partner is injured away from home.
Q:As MA are self-insured shouldn't they be able to set the costs and make everything cheaper?
A: MA are not self insured, though the setting up of MAIL is a form of self insurance MAIL is an insurance company regulated through APRA and is domiciled in the Isle of Man. With government regulation of insurance in two countries there are complex conditions to meet, and MA is the only sport to have gone down the approach of setting up their own insurance company. The obligations to have minimum capitalisation and reserves means that a reasonably commercial rate must be maintained. In addition, MA insurances are set up in a layered system where the high cost risks are taken by commercial insurers. I did mention it is complicated.
In 2002 when this was being set up and following 9-11 and the collapse of HIH one of the worlds largest insurers, insurance was impossible to obtain. Maintaining a commercial return is essential should the market turn like it did back in 2002. MAIL is our own insurance against insurance if you like. Owning our own company has allowed MA to be more flexible with claims. A traditional insurer will do its best to avoid paying. MAIL will do its best so that a claim is settled favourably. MAIL retain AON Risk Advisory Services to advise on all matters insurance and managing risks, and Proclaim to handle and settle all claims including investigations.
Without MAIL in the early days there would have been NO clubs and no racing as we know it, at least during those difficult times. The conditions present in 2001/2 can easily return where commercial insurers may turn off the tap.
Q: I am familiar on how insurance cover works and my unaffiliated club has advised me I am covered if someone claims against me, should I seek further advice?
A: Another Cold Hard Fact, MWA is not licenced to give insurance advice, nor is your club. MWA maintains that while some information is given here it is general in nature. You should not trust what anyone tells you regarding insurance, not your club, not MWA. We strongly advise that your personal APRA licensed insurance advisor be contacted and the club policy wording be given to your advisor who will advise on how the policy will meet your own needs. MWA make available our Certificate of Currency on request and the policy wording. Ask your club to provide the policy wording for your APRA licensed advisor to check.
In particular we would highlight clauses for your independent advisor to check and explain to you, usually found in the Schedule of Insurance or policy wording (you need to check both documents), items such as:
Participation Exclusion
This Policy excludes loss, damage, destruction, death, injury, illness, liability, claim(s) or defence
costs and expenses of any nature directly or indirectly caused by, contributed to by, resulting from,
arising out of or in connection with a Participant suffering personal injury or property damage:
(a) whilst operating or riding their vehicle at any time; and/or
(b) whilst operating or riding their vehicle in any event organised, convened, staged, hosted,
sponsored, promoted or controlled by You whether formal or informal
Or
The business description lists the activities as a Ride Park and associated activities
Or
are issued on a Claims Made basis;
MWA is not licensed by APRA to explain to you what these terms mean, but your independent broker is, particularly the Exclusion, but we all know what exclusion means, don’t we?
MWA policies cover ALL participants for all activities including riding and racing while licensed and a permit is in place, including rider, officials, coaches and volunteers.
Q: Does MWA set all the fees and makes all the rules?
A: As far as licence fees go it is a collaborative process that involves MA and all the states to ensure that the fairest outcome is arrived at. We, that is all of us in the MA family, are well aware of the impact of rising costs and any decision to raise fees is not taking lightly and not without considering the impact all the way through from riders, clubs, the state bodies and MA. State fees and permits are set by the MWA board and along similar lines are given plenty of scrutiny to ensure that any rise is warranted. State fees in WA have risen very little in the past 10 or so years.
With regards to rule changes, this is a consultative process that often starts with suggestions from riders and clubs and then goes through the MA Commission process (Commissions consist of volunteers from the sport), public consultation, including back through the states and state committees before being reviewed by the MA Board and approved.

Junior Competition and Licences
A rider’s age on 1st January will determine their age for competition and licensing purposes for that year. A rider may move to the next higher age class when they become eligible by reason of celebrating a birthday, but once the rider moves to that higher age class, they may not move back to the lower age class in that discipline.
This rule applies to all riders up to and including the age of 16 years. All juniors who are 15 on January 1st and turn 16 during the year may ride as a junior with a junior licence for the entire year. This licence will expire on 31st December. The rider is then required to apply for an upgrade to a senior licence with an upgrade fee. The expiry date on the senior licence will then revert back to the original expiry date i.e. 12 months from original renewal date.
If a 16 yr old rider chooses to upgrade to senior then they cannot compete again as a junior not even to complete a series. A Senior licence will not be issued until their Junior licence is returned.
